The Billings Outlaws joined the UIF after leaving the struggling NIFL. After losing four straight to begin the year, including an overtime defeat against Sioux Falls, the Outlaws put together eight consecutive victories. Chris Dixon ran and passed for over 60 touchdowns on the year, but when the Outlaws met the Storm in the semifinals, it was the Storm that came out on top with a 45-23 victory. For the 2008 season, the Outlaws were placed in the same division as Sioux Falls and Omaha, making for a very competitive year. Chris Dixon again quarterbacked the Outlaws, this time being responsible for 80 touchdowns passing and rushing, and just eleven interceptions. He was also responsible for over 3,000 passing yards and 559 on the ground. The team averaged 51 points per game and gave up just 36, but still lost four games. At 10-4, the Outlaws tied the Beef for second place in the division. Billings hosted and defeated Omaha, 47-30, setting up another battle in Sioux Falls. Despite completing just nine passes for two scores, Dixon was able to rush for over 80 yards and three more scores. His ten yard run put the Outlaws on top of the Storm with :52 left in the game. However, the Storm would win on a 25 yard field goal as time expired, 46-44.
